The European Network of Observatories in the Field of Arts and Cultural Education (ENOoperates under the supervision of UNESCO and within its global policy framework. The assembly organized by ENO on November 16 in Berlin was attended by UNESCO Latvian National Commission delegates Austra Avotiņa (University of Latvia), Jolanta Klišāne (Latvian National Centre for Culture and Jāzeps Vītols (Latvian Academy of Music) and Agnese Treimane (Latvian Academy of Culture); all of them participated as observers and, together with delegates from 12 other European countries, signed the formal ENO statutes, declaring willingness to join the organisation.

The main objective of ENO is the establishment and support of sustainable development in the fields of art and culture education. Additionally, ENO aims to initiate and facilitate cooperative activities as well as to facilitate the spread and exchange of research-based knowledge and innovative practices, thus promoting the sustainable development of arts and cultural education policy and practice. UL Vice-rector of the Humanities and Educational Sciences, Prof. Ina Druviete signed the declaration of assembly of European Network of Observatories in the Field of Arts and Cultural Education on December 8, 2015, confirming that the University of Latvia supports and joins the UNESCO European Network of Observatories and is prepared to develop the programme of activities for the first period (2016-2018) in coordination with the UNESCO Latvian National Commission. Future plans include founding a Latvian national association of observatories. This may happen in May 2016, when the presentation of research and projects of each higher education institution and the Latvian National Centre for Culture will take place, focusing on arts and cultural education in the broadest sense. The University of Latvia will be represented in the ENO project by Austra Avotiņa, docent of the Faculty of Education, Psychology and Art.
