The initiative was established with the Agreement on Joint Programme of Scientific and Technological Cooperation between the Ministry of Education and Science of Ukraine and the Ministry of Education and Science of the Republic of Latvia to support research projects implemented by representatives of both countries, and exchange visits of scientists and specialists for the purposes of expanding scientific network.
