The COVID-19 pandemic hit the whole world, including the European Union member states. Prof. Schewe stresses that in order to foster the process of the economic recovery of the European Union, the member states agreed on a financial aid package combined with a regulation – the conditionality mechanism - that provides for financial sanctions in the event of a breach of the rule of law. Given that the positions of Poland and Hungary during the adoption process of this regulation caused a controversy, the presentation examines general questions on the rule of law, the regulation and the background of the controversy.
Prof. Dr. Christoph Schewe was the DAAD-Visiting Associate Professor of European and International Economic Law at the Faculty of Law at the University of Latvia from 2011 to 2017. From 2006 to 2011, he served as the DAAD-Lecturer/Associate Professor at the University of Tartu. His main expertise relates to European law, international economic law and German law. He regularly publishes books and articles in international journals in English, German, and Latvian and talks about European and international economic law in Germany, Latvia and abroad.
