The opening party for the publication of „Human Development Report on Accountability 2008/2009” was held at the University of Latvia, Faculty of Social Sciences on January 5, in the Iesai Berlin memorial auditory.

The UL Social and Political Research Institute, in cooperation with partners from Riga and regional universities – Riga Stradina University, Daugavpils University, Latvia University of Agriculture, and University of Applied Sciences—has prepared the third edition of the Human Development Report. It is the 10th report created by Latvian researchers, and it was published by the Academic Press of the University of Latvia. It puts the complex notion of accountability in the centre of attention. Its editors Juris Rozenvalds and Ivars Ijabs point out: "The ability to take responsibility and act with accountability creates the "glue" that ensures sustainable links across different individuals, social and political groups. Responsibility as a value has become an integral component of the modern society. The authors explain how the requirement of accountability on behalf of individuals, social groups and institutions is met in modern Latvia; to what extent every member of the society, on the whole or individually, is ready and able to request responsibility both from others and, firstly, from themselves.” The party was opened by Nils Muiznieks, director of Advanced Social and Political Research Institute, and the participants were briefed about the process of preparing the book by Juris Rozenvalds, the dean of UL Faculty of Social Sciences. A speech was given by the president of Latvia Valdis Zatlers who congratulated the authors with the successful work. "Responsibility is a way how to understand and notice others' interests; it is a way to support the interests of other groups on a higher level. This book helps one understand what is happening in the society,” said the president. He also emphasized how precise, undisguised and direct the report was and invited the authors to continue their work with conclusions based on the information in the present report. Rector of UL Marcis Auzins invited everybody to read, think and draw conclusions and use this report as valuable information, emphasizing its aim – to be used, not forgotten dusty on the bookshelf.
